A Pennsylvania woman is facing multiple charges after allegedly registering dead individuals and fictitious names to vote in the 2024 presidential election. Jennifer Hill, a resident of Collingdale, has been charged with 40 counts of election fraud, including forgery, following an investigation that exposed her fraudulent activities while employed as a canvasser for a voter outreach group.
Hill worked for the New Pennsylvania Project, an organization dedicated to expanding voter registration. Between April and September 2024, she reportedly submitted 310 voter registrations. Of those, 181 were successfully processed. However, authorities discovered that at least four of the submitted registrations were fraudulent. Among the fake entries were the names of deceased individuals, including Hill’s own father and a man who died in her home in 2011.
Delaware County District Attorney Jack Stollsteimer called the case a “significant breach” of election integrity and pointed out how flaws in Pennsylvania’s voter registration system allowed such fraud to occur. According to Stollsteimer, the system’s vulnerabilities—such as the absence of a birthdate or Social Security number—enabled fraudulent registrations to slip through unnoticed. The fraudulent registrations were facilitated by an app used by the New Pennsylvania Project, which allowed canvassers to easily submit voter registrations.
Stollsteimer’s office emphasized that while no fraudulent votes were cast in the 2024 election, the case raised serious concerns about gaps in the system. Investigators believe Hill may have been padding her performance numbers in an attempt to impress her employer. The fraudulent registrations were traced back to a device issued by the New Pennsylvania Project, which confirmed Hill’s involvement.
“Let this case send a message that we are attentive to the signs of fraud, no matter how busy the election season is,” said Delaware County election director Jim Allen. He also called for a comprehensive review of all voter registration applications submitted by Hill and the New Pennsylvania Project.

In addition to Hill’s charges, Stollsteimer urged the Pennsylvania Department of State to address the loopholes in the voter registration system. He emphasized the need for legislative changes to improve security and prevent further incidents. Hill’s charges, which include multiple counts of forgery, each carry a penalty of up to 10 years in prison. She is currently awaiting arraignment.
